Officially, the Emperor, his junta and the Abbayor Senate are supposed to act according to Galactic Law, the central piece of legislation of the old Galactic Patrol, but thanks to a permanently enacted state of emergency, the Emperor is able to freely disregard all laws, checks and balances and rule by decree. In the past, press censorship, government control over the society and a cold-blooded hunt of all Patrolmen not officially aligned with the Empire were all a daily occurrence, but with the death of Emperor Polaris and his son's coronation, the screws of the Empire's totalitarian rule have been let loose.

Society: The Empire had consolidated its position during the one and a half years it has been in existence, but remains an unstable entity. The many months of war against the Saiyans exhausted the nation, sparked the development of several resistance movements and almost threatened to engulf it in war completely. However, the ascension of the new Emperor, Absolut I, despite his youth and inexperience, has reimbursed the hope of many in the Imperial project, and the foundation of the United Systems has been hailed as an important first step in the faction's reform. And the fact that the Empire still remains the most stable of the major factions which lost their leaders during the Galactic Peace Accords, having gone through a relatively peaceful transition of power, strengthens that feeling as well.
History: The Galactic Patrol counts it's history in millennia, starting out during the rule of Lord Chilled in order to combat his force's terror across the Galaxy, but for most of it's history, it has been ineffectual against the Frieza Force. Even Abbayor, the Galactic Throne, only avoided decimation due to hefty bribes. The Patrol could only watch in the sidelines while the legendary Z-Fighters decapitated the tyrannical organization over five hundred years ago, and even then, it struggled to fight the remnants of the Frieza Force. Things were looking grim.
The tide started to turn when the Galactic King expanded the recruitment into the Patrol, rallying martial artists and ki users from across the Galaxy to join their cause, which resulted in the success in a war against the new Frieza Force 50 years ago. Dozens of planets were liberated and the Frieza Force was pushed to their fortresses deep in the East Quadrant. Neither the Galactic King nor the old guard of the Patrol were comfortable with the militarization which was required to defeat the Frieza Force, however - some believe that this has forced the organization to distance itself from it's ideals.
Among the ki users recruited to the Galactic Patrol in this recruitment drive was a man known as Polaris - a traitor to the Frieza Force and the son of one of their Frost Demon warlords, he moved the Patrol with sob stories and a hefty amount of charisma, and once inside, began to rapidly grow his influence. Celebrated as a hero by trillions of people across the galaxy, rising to become one of the most powerful members of the organization, he also involved himself in shady activities, built up influence throughout the establishment and formed his own personal squad of loyal warriors, the Ultramarines - loyal only to him. Not long after the Saiyan War, the chips finally fell into place, and Lieutenant Polaris executed a palace coup in Abbayor - the old King was killed, Polaris placed as a "temporary" successor to restore order, and the Patrol reorganized into the First Galactic Empire.
The rule of Emperor Polaris marked the swift transition of the territories controlled by the Galactic Patrol into a totalitarian absolute monarchy and the escalation of conflict between the Empire and the Saiyan Dominion into a full scale war. This conflict thoroughly exhausted both sides, having turned into a meatgrinder, most of the action of movement not even taking place on the front and instead via proxy in the Kabochan Confederacy, until finally, after a Saiyan breakthrough straight into Abbayor and Mitra, all of the sides in the conflict, as well as several neutral nations, gathered together in the Galactic Peace Accords to iron out a peace treaty for the Galaxy.
Only for these efforts to be cut short by the intervention of Lord Snow, who promptly killed Polaris, Carambolis and Gallius in the resulting match. The Empire was instantly left without a head, shackled by the burdens of an exhausting war and the rise of several resistance movements such as the Black Star - but it did not collapse. An interim regency under the control of the Leviathans and 1-CE was established and a successor to the throne was found - Absolut, the son of the lost Emperor, who had defied his rule and escaped to Kabocha a year prior.
Reluctantly, Absolut agreed to take up the throne, the day to day affairs managed by his mother Eis and the artificial intelligence 1-CE, determined to change the Empire to a better nation to live for everyone.

FACTION POSITIONS
The Galactic Patrol used to be a purely voluntary organization, running a number of academies across the Galaxy for ambitious applicants. However, under Executive Order 66, the organization has been reorganized into an organized fighting force, centered around the Ultramarines as the core of the Imperial military. Later executive orders introduced conscription and mandatory military training.
The Imperial Army is composed of three distinct cores - the main body staffing the Imperial Land Forces and the Imperial Fleet, composed of conscripts taken from the planets owned by the faction as well as the constituent vassals and protectorates; the Imperial Patrol, successors to the Galactic Patrol of the past and now tasked with patrolling the territory of the Empire; and the Ultramarines, the upper most elite of the military composed of battle-hardened volunteers who have sworn their undying loyalty to the monarch.
Low-Ranking Officer
You are either a conscript who stands out from the millions of your fellow recruits one way or another, or a low ranking member of the Imperial Patrol or the Ultramarines. You are a head above the blue-clad masses you serve within, but in the eyes of the Emperor, you're still just cannon fodder
High-Ranking Officer
You have gained the respect of your peers and perhaps even the Emperor himself for your raw power, fighting prowess, or other skills. You hold significant influence within the Imperial military and are expected to be the first to join your peers in defending the faction's interests in peace and war alike. Expect regular training sessions with other high-ranking officers or even the Emperor himself.
Galactic Emperor
The absolute overlord of the First Galactic Empire, the Galactic Emperor rules by decree and decided on the domestic and foreign policy of the faction. On the ruler's death, the throne goes to his oldest descendent like in any other monarchy - however, bigger army diplomacy (or bigger power level diplomacy) still applies.
