To a mortal, Other World would seem like a strange and foreign place. It is surreal, with a pink sky and fluffy yellow clouds drifting as far as the eye can see. It is somewhat pleasant and normalized, with weather not really being a thing. The vastness of it can also be rather deceiving. There are planets that float among the aether, many of them home to celestial beings such as the Kais and Shinjin.
The number of souls that come each celestial day to Other World beyond counting or mortal comprehension. Most souls are insignificant, animals and plants. Sentient beings retain some of their memories of life. Every soul is judged, and most pass and drift upwards into heaven, where they remain in eternal peace. Others, who have succumbed to corruption, plummet downward into hell. It is very rare that a being is able to keep its celestial body. Creatures with powerful ki energy are for more susceptible to doing this. Their training and knowledge of spirit energy allows them to keep a corporeal form. The only time they are unable to do this is if they die of natural causes, then their spiritual identity is wiped clean for reincarnation.
King Yemma, who mans the Check-In-Station and the bureaucracy of soul judging, usually allows those who retain their spiritual bodies to venture off into Other World. There is an understand among the Kais that these few are special. Letting them train with the Kais tends to be beneficial. Goku did so and proved to be instrumental at protecting the universe. Yemma will only be willing if he doesn't think a person to be a threat to the law and order of Other World.
The Kai's are important in the hierarchy of Other World, as they typically watch over an area in the universe. King Kai, as he is simply known, is the Kai of the Northern Area, which the galaxy that contains Earth is within. Their worlds are typically full size planets, each one different and unique. King Kai, however, has a tiny planet as his was destroyed by Lord Beerus. He had to whittle out a tiny planetoid instead. Some of the Kai's will train those who have spiritual bodies, so long as they are worthy. King Kai's world can be reached by running the Snake Way, which takes days to traverse, even for powerful fighters.
SACRED WORLD OF THE KAIS
The Sacred World of the Kais is where the four Supreme Kais and the Grand Supreme Kai lives. It is a beautiful celestial planet high up in Other World with many moons surrounding it. The planet is indestructible as well, making it the perfect place for the Supreme Kais to train and hone their fighting skills. Typically, however, they live here in peace, watching over their domains. In the past, the terror known as Majin Buu killed off most of the Supreme Kais and the Grand Supreme Kai. It has taken a few hundred years, but new ones have been appointed to take the place of those that are gone.
Those that have enough karma when they die are allowed to go to Heaven. It is a beautiful and intricate planet with gardens, forests, and plains. Spirits preparing for reincarnation live here in complete harmony. The traumas and attachments of life are cleansed away and the spirits are renewed. Any being who is strong enough to keep their spiritual body, may do so while in heaven too. There they will be given the greatest comforts and allowances--treated as if they were special guests. They can see love ones who may have died and learn ancient secrets from the spirits that linger there as guides.
Hell is a desolate and dimly lit plan for those with poor karma. Thorns and spikes protrude out of every surface. Souls become trapped there by the weight of corruption in them, unable to rise above the clouds. Many of those sent to hell are subjected to dealing their greatest irritations as punishment for their misdeeds.
