To go along with PL suppression, I believe that the Ki used should be lessened likewise, and I'll explain how this can be done if it's given the go-ahead.
First of all, bring the Ki level up from 100 to 1000 so that there's more wiggle room, and likewise, increase all Ki costs by a factor of 10. For instance, my Ki Firearm attack costs 25Ki, well with this, it will cost 250Ki.
Now, let's say my character has 1,000,000PL, but I want to spar with someone with 80,000PL. To make it simply, I suppress his PL by a factor of 10 so that now he's 100,000 which is far more in line to my sparring partner's. Now to use Ki Firearm at this low PL, it will of course be weaker, but in having been training for so long and having gotten so powerful, it should not cost as much Ki as usual, so just like my character's PL is 10% of normal, and the attack is weaker than normal, it will cost less Ki than normal. In this case, 10%, meaning it costs 25 Ki out of my potential 1000. Yes, the battle can go on for a very long time with minimal (basically no) risk of running out of Ki, but it's just a spar. It's meant for training, and a weak character sparring with a strong one should not expect the strong one to run out of Ki due to being so powerful. If it was a battle to the death and they lowered their PL just to toy with them, likewise, it should remain that they have FAR more Ki to play with than they do.
It makes very little sense for my character to intentionally become weak, only be able to use his attack 4 times before running out, and then perhaps going full power only to still find that he's too weak to use his attack even though the 4 times he's used it was only 1/10th as strong as normal. At full power, the attack should take the full 250 Ki, while if he's down to 1/10th of his power, he should be able to use the attack FAR more often because of it being so much weaker than normal.
I believe this would help realism tremendously, because weak characters will still use a large portion of their small amount of Ki to get as much power as possible from it, but strong characters who become weaker don't have to use as much of their reserve of Ki due to intentionally making their attacks weaker. If a character were to lower and heighten their PL a few times, it should not make their reserve of Ki magically lower and return at will as well. They can pull their punches/kicks to make them weaker, and they can put less Ki into their blasts to make them weaker, but to sacrifice their Ki reserves to make themselves weaker as well? I don't think so. I believe they always have their reserve of Ki, even when pulling their punches and making Ki blasts weaker, unless they intentionally send Ki blasts into the sky or somewhere other than their opponent to intentionally waste their Ki resources, which just sounds silly.
