Can only be used once per six months, can only be used twice per character.
Must have +5 or more Yang to use, or must have +10 Yin and have a higher PL than the current planetary Guardian (i.e; Kami).
When using the HBTC, you are considered to be in a separate world/dimension from other players. Upon entering the HBTC, you will be in the HBTC for the following two real life days. This means that, for those two days, you are unable to roleplay with anyone who is not also in the HBTC. Only two people may use the HBTC at a time at max*.
While in the HBTC, All rewards are doubled, and the Mastery Point limit on Solos is removed. However, you will not receive treasure rolls while in the HBTC. You cannot search for artifacts while in the HBTC, unless that item exists in the HBTC.
This would create a system where you get what you give. If you go into the HBTC and write like a madman, you will receive the sort of boost in power that we saw Gohan, Goku, and the rest receive during the Cell Saga. If you go into the HBTC and do nothing, you receive nothing and also used up one of your two chances to use the HBTC. By limiting HBTC uses to once every six months or once a year, players will be unable to spam it constantly, and will not be able to use it twice in a row. This keeps sudden unprecedented power boosts rare and interesting.
An example of how this keeps said power boosts interesting, let's say an event is announced, taking place in one week. 19-B, an Android, used the HBTC five months ago, meaning he can not currently use it. So, he goes into this event with as much training as he can muster in the week he's given. His rival/writing partner, Okrah the Saiyan, has never used the HBTC before, and is sitting around 10k PL below 19-B. Okrah heads off to use the HBTC with one of their other writing partners, Blub the Majin.
The week passes, and the event kicks off. 19-B has been training on his own in preparation for this super-powered Event Boss, while Okrah and Blub have been in the HBTC, doing a year's worth of training, writing like beasts, and reaping double rewards. They arrive on the battlefield, and are suddenly a solid 10k PL above 19-B. This creates a situation similar to the tail end of the Saiyan Saga, where Goku arrives on the playing field after a year training with King Kai, giving players an opportunity to feel heroic or whatever. Basically, it adds another layer of authenticity, and gives players a chance to have that Goku moment.
Furthermore, evil players won't be left out. Providing they are full-evil and have a higher PL than the current Guardian of Earth, they can intimidate the Guardian into allowing them entry to the HBTC. True Neutral players would also be allowed entry, as they technically have more than 5 Yang. The alignment stipulation is mainly to insure that players have put in some actual time to their character/to the site, and to prevent someone from immediately spamming the HBTC.
The doubled gains and removal of the Mastery Point limit for Solos is balanced by removing treasure rolls. After all, what are the odds of stumbling into a highly expensive treasure chest in a pocket dimension? Probably not too terribly high.
Obviously the idea could be tweaked and twisted to better fit the site, but it's just something I thought of while at work.
tl;dr:
Battle, Spar, Adventure, and Solo gains are doubled while in the HBTC.

Once inside the HBTC, you cannot interact with characters outside of the HBTC. You can interact with characters inside the HBTC.
HBTC is limited to 2 Players/Characters at a time.

*: The rule that only 2 players may use the HBTC at a time could be altered, changed, or removed entirely, as it may be difficult to keep track of.
EDIT ONE: The HBTC could also last for a full week, making it more accessible/more forgiving for people with less free time. That would be up to site staff's discretion. The ideas I offer aren't intended to be final, especially because I think of them while at work. If anything, these are intended to offer a base to build off of or tweak into proper position.
EDIT TWO: This could also add a new wish to the Dragon Balls, 'Third Chance,' which would allow the person making the wish a third go at the HBTC. It could also add a wish along the lines of 'I'm Ready Now,' immediately ending the six month cool down and allowing the user to return for their second HBTC use immediately. The penalty is obvious; you'd need to collect the Dragon Balls to use either wish, which would take time and effort you would not have otherwise exerted.
